Just a hypothetical issue. My family ration card is due and is not issued even after a 3 months of filing proper documents and no official reply is received. Whenever I visit the office no one answers properly and and my reminders by registered post not answered back at all. Can I file a case for mental harassment against the head of department and seek financial compensation, because I have wasted my money and time by visiting their office too many times and spend money for registered post.
