Can landlord stop water and electric while not getting paid by tenant

My landlord stopped my water and electric on 28th January. As i was jobless for a year i couldn't pay my rent for 10 months. so is this legal that he can disconnect my water and electric without any notice when am paying every charges of water and electric every month. 

And i don't have any agreement paper of this house. last time when my agreement suppose to be renewed that time they didn't want to make any new agreement paper, they said we can stay like this. and they took extra deposit money also. When i took this house on 2019 that time i have paid 30 thousand as token money then on 2022 January i have paid 10 thousand as token money again. And every single year they are increasing my rent 3 thousand. i have told them that am unable to pay such high rent but still they don't want to listen, 2019 my rent was 12 thousand 2021 my rent goes to 15 thousand then 2022 January it goes to 18 thousand. Is this legal to increase the rent like this ? and on November 2022 they forced me to sign a paper which is call (Memorandum of understanding) where they wrote if they will not get paid then they will stop my necessity and when i will throw us from the house. 

I JUST WANT TO KNOW IS THIS ALL LEGAL ?

You can evict the tenant by issue a notice.Landlord hold the right to untimely eviction of the tenant on the grounds of subletting the rental property or a part of it to another party without permission, breach of rental agreement, conducting illegal activities in the property, delay in rent payments, misuse of property etc, as per The Draft Model Tenancy Act 2015.

They can file suit for arrears of rent but cannot stop water or disconnect electricity  ,they can issue notice to evict the premises,they can  forfeit advance for balance of rent ,try to solve peacefully.
