Can londlord do a deal of land which is in pagri system

we are owing a room in a chawl which is in pagri system, since last 5 years there had been various approaches had been with the builders for redevelopment of the property, there are around 100 tenants in this area, which is owned by 4 brothers, we were trying to finalise the deals with many builders but the landlords demands were so high that none of the deals had finalised till date. suddenly they called a meeting with all the tenants and represented a developer in front of us stating that he had made an agreement with the developer and had sold their lands to him.

my questions are

1. can he sell the lands without the concern of the tenants who are staying there since last 35 to 40 years.

2. is there any rules that the developer can implement on us by stating that he has to redevelop the property and this much is the area we are going to give u in the new building and u all will have to go with it.

3. what if we all dont agree with his deals and all of them oppose, then as being a developer he wont stay quiet, what all action can he take.

4. is there any way that we can stop the landlord from selling the property to the developer.

5. And is there any way that we can say him if he wants to make the deal then he has to mention in that deal that what all deals are going to be given to the tenants.

Thanks & Regards,

Prasad.
