Car damage before vehicle registration

A new vehicle is purchased and has got temporary registation.

However, before actual RTO registration, car gets a minor exterior damage.

Is there any law that vehicle cannot be registered unless the damage is repaired?

RTO is not concerned with any damages but fitness of the vehicle at the time of registration.

Once a Temporary Registration was already provided to a brand new vehicle by the dealer, giving a permanent number rests with RTO in the usual course as routine and fitness is the only condition and RTO makes a routine check of the descripttion of the vehicle, make, year, color, and takes print of Engine No. and Chasis No. for his records of inspection.
