CAREER ADVANCEMENT

Sir,

I am working as Lecturer (redeisgnated as Assistant Professor) (appointed through UPSC, New Delhi)  in Army Technical Institute at Hyderbad, under Min of Defence since 01Mar2000.  I have completed 5-years continuos service as a Lecturer on 01Mar2005. As per the existing AICTE and MOD Career advancement norms, candiadte who joins to Lecturer post with ME/MTech qualification suppose get Lecturer Sr Scale after completion of 5-years servive.

I am having good ACR throughout my career, but due to some vested interest of Officers in the channel, my promotion has been delayed almost 6-years. I have approached my higher authority in this regard in r/o promoting to Lecturer Sr Scale under career advancement scheme. Accordingly Departmental Screening Committe (DSC) has been conducted on 20 Aug2010 and approved my case of promotion to Lecturer Sr Scale. 

But even after lapse of 10-months of DSC approval, I have been not been given the promotion.

Sir, kindly suggest me, what course of action I can take to get my promotion.
