Case against ca

I need to file a case against Chartered Accountant as he has taken more than 5 months to register my VAT/CST number and a partnership deed ?

Please help me where i can file case against him and how ?

Dear Amar,

It amounts to deficiency of service. You can file a complaint against him before concerned District consumer forum for compensation.
