Common passage dispute

A common passage was made a paved cemented passage in the year 2008. This common passage connected 6 houses to the main road. Now a separate person not having any right on the common passage is saying that they would use it as it is a Municipality road. The 6 plot owners built a gate on the last end of the road to separate it out as a Common Passage and not a Municipality road but that separate non-holder of the passage is demanding his way through the road.

My question is-

1.  Do that other person holds right on the common passage if the same passage is not shown on their House Map

2.  Just because a common passage is cemented by Municipality makes it a Municipal road?

3.  How to justify the existence of the common passage to the other party

As per my understanding if public money is used on any property then that property turns out to be public property and can be used by general public.
