dear all,
a pharamsist emplyed with uttar pradesh state governemnmt has not got salaryfor 3 months, the officaials are saying to give money then salary will be paid, where complaint should be made regarding this?
can we go to labour court or any other authority?

You can file case in the U.P.State Administrative Tribunal or file a Criminal Case u/s166 I.P.C.

Does a officer incharge (State Government ) of an office have power to with hold the salary of his employee. If so, under what rule? What actions can take the employee in such cases?
