Compulsory license & licences of right

Can you please clarify in which clause you found the words "Licences of Rights "

I am not completely sure about the question you have put up however I am assuming you are looking for differences between a compulsory license and a usual contractual license wherein some limited rights in the property are given to the licensee. Please reply if that is indeed the case.
