Yes. You said that gun was recovered after two days wehn sepoy lost it. I hope no strologer could have told the CO that fund will be recovered after two days. It appears from your blog that the Commanding Officer failed to arrest the sepoy forthwith on report of loss.
How was the management of troops was going on that the gund holding soldier could go on sleep. He was probably overloaded. Commanding Officer failed to maintain proper management.
An officer does not become Commanding Officer overnight. He earns experience before that. He shows good quality and quantity of output to ge tthis opportuinity and this experience of being succesful Commanding Officer is factor for his further promotion prior to his senior if senior had not be a Commanding Officer.
The recovery of gun is not so relevant. It was a firearm which was lost. It had gone out of the custody even temporarily. Even other wise in Govt functioning loss /shortage of property (even if just cash) is not condoned by subseuent recovery. Many Govt officials are punished even after they restored embezzled lost amount.
