Property name substitution

The owner of property in whose name it was booked with property dealers, has died and still the registry process was done. So, before this name sustitution process has to be initiated, 

Is it fine to pay all the due demands including stamp duty and conveyance deed to pay them before name substitution process is completed. they have even asked for maintenance fees for one whole year. After this no amount will be left with them to be raised and then they  can linger on both the substitution and registration processes

The POA become invalid as soon as the demise of POA either of the party in POA doc. If registration is done before the death the doc is valid other procedural part you can complete by affidavits.

The property has not been registered, and registration process has to be started now. The name substitution process is required to be completed, but the real estate agency has asked for all dues including stamp duty and maintenance . Is it fine to pay them all dues before completion of  name substitution process.

This property is in Faridabad, but we stay in Delhi. The relinquishment deed should be prepared in Delhi or Faridabad? What are the registartion charges for the same.
