Buyer of used car not transferring the car on his name

I HAVE SOLD MY CAR TO A CAR CONSULTANT.HE ONCE AGAIN SOLD TO ANOTHER PERSON NOW AFTER THREE YEARS I HAVE NOTICED THAT THE CAR HAS NOT BEEN TRANSFERRED TO THE BUYER NAME.i HAVE STUDIED IN MOTOR VEHCILE ACT THAT THERE IS A LEGAL OBLIGATION ON THE BUYER TO TRNASFER THE MOTOR VEHCOELE AFTER BUYIN TO HIS NAME WITH IN 60 DAYS FROM THE DATE OF PURCHASE. SO PLEASE SUGGEST ME NECESSARY REMEDY.

Issue a legal notice to buyer, Insurance company, Supdt. of Police and to RTA as well with copy of sale letter and take precautions against likely problems in future due to accident or in other illegal activities if the car is confiscated.

you can send a letter mentioning that you were no longer in posession of the vehicle  along with copy of the delivery note and other documents related to transfer of ownership  by registered post with acknowledgement to the concerned rto.
