Till you get orders from state government don't resign your job or don't go on leave. Work. Work is worship. After receipt of your job take resignation and if not co-operating bt railway authority then go to cat to get your resignation accepted.

Please follow advice of Shri Adv. K.S.A.Narasimha Rao. Remember the proverb "one in hand is better then two in bush". Wait for the order and ask for relief to take up the new appointment because you already have the NOC of the Raiways.

Do not be in a hurry.

Mr. Sudhir Kumar has hinted you.

You have posted that:

'because i wish my appointment letter will come within 1 month.'

Are you sure?
