widow whose husband expired after 6 years of marriage want to register her marriage before registrar of marriage at bhopal ,m.p..the certificate of marriage is required to submit immigration department in U.S.A for obtaining green card through her son who is permanent resident of u.s.a..submission of document of marrige solomanised and registered is mandotary in usa for applying green card.she has all valid evidences marriage photographs,invitation card,,p.p.o from regional provident fund commissioner where she was recorded as wife by employer and getting pension every month.she has passport and also u.s.visa,pan card,adhar card etc which validate her marrige and being wife of deceased husband.
when approached to ADMand registrar of marriage bhopal ,he refused to accept application and register with the reason that husband expired and only widow can not register marrige alredy solomanised for obtaining marriage certificate.as there is no wayout in special marrige act 1954 ,
