PIL clarification

i have filef a PIL in high coury regarding education matter on june 26th 2018 .the bench headed by cheif justice has issied notice to only two respondents stste n central government n adkef them to file replies.and inspite of my repeated requezts notice is not isdued to other respondents whose replies are important for the disposal of the case.now caSe is being continiouly being adjorned and timely remidy is not being given by the coury.now what remidies i have got for expeditious dispossl of my csse.what legal steps csn i take.can i file contempt against state n central govt which have not filed reples even aftet lapse of 3 months.pl advise
