Merging 2 flats without permission

I hope someone can help.
I bought a flat made from 2. Previous owner did it without permission and now I have to pay. Cant proof I didnt it because documents says it was sold as 2 flats.
If is some way to get out of it? 
If no how many I will have to pay? 
He did it 10 years ago... will I pay for all this time?

1. Merging /amalgamation of two flats is a violation of the sanctioned building plans and attracts penalty of 25000/- and you will need to restore the Flats into its original position as per the sanctioned plans.
