1- Application u/s 197 of Cr.P.C. was sent to the Chief Justice of India against the Asst. Registrar ( J ) on 7th May 2013 , more than four month have been passed . Whether a complaint can be filed u/s 190(1) (a) of Cr.P.C. ? Whether Sanction shall be considered in view of Civil Appeal No. 1193 of 2012 disposed by Supreme Court of India ( Dr. Suberminian Swamy V/s Dr. Manmohan Singh ).
2- Act of offence was committed at Supreme Court of India . It came to my Knowledge at SITAPUR, U.P. through a letter sent by the Asst. Registrar through registered post . Whether the complaint can be filed at Sitapur , U.P. in view of Section 179 of Cr.P.C.?
