but one more thing i would like to discuss with you which is if gambling is not allowed in india then why gambling sites are accessable in india. india is not come under Restricted Territories on these websites.

There are many reasons:

1) Design of internet is such that you cannot practically control access to any website/s. Free people should be thankful for getting this freedom. Even in undemocratic countries like China and Saudia Arabia, Iran etc. where people are not free and their rights and liberties are systemetically controlled/violated by Governments, they are also able to access the blocked websites.

2) We are a free and democratic country.  Unnecessarily blocking of websites(blocking access to information i.e. Right to Information) would amount to violation of Fundamental Rights of people guaranteed by our Constitution. It would be incorrect to block gambling websites just because of Gambling Act(a malum prohibitum law) or some malum prohibitum laws. Those few gamblers who know science of gambling are known to consistently beat gambling houses. In fact gambling is a science rather Mathematics. If you want to know more you may read the book "Mathematics of Gambling" by Dr. Edward O. Thorp. He was a professor of Finance and Mathematics in University of California and MIT. He used his methods to consistently win in Nevada Casinos. He used his strategy in stock market investing to turn $40,000 into $100,000 in two years. He is now President of Oakley Sutton management Corp. and Chairman of Board of Oakley Sutton Securities Corp. Using his strategey with further refinements he manages multi million dollar portfolios.

In a free country people are considered to be responsible enough not to commit crimes i.e they have a choice.  In many free countries gambling is not a crime. Whereas in countries where people are not free, they are not given any choice by making malum prohibitum laws most severe and maximum . Their choices are prevented by government for their supposed "good". This Gambling Act was also passed by the British to show their "Danda" over Indian subjects. Before Gambling Act was passed, gambling was also not considered a crime by Indian people.
