I pressume he has no intentions of going back to UAE,hence to keep mum to the liabilities is the best thing to do.Ask him to change his contact numbers.Please check with him whether he has endorsed his permenant addresses or other contacts in UAE.

He has given permanent address as passport he stay in rural area. is there any legal action they may take against him,

Let him not bother much about his liabiities abroad.There are bigger sharks and he is a little fish in the ocean.

Those who lend such huge amount to individuals , also know how to recover it. Illegal and unethical practice neither appreciated nor recommended.

I am not supporting the defaulter,ofcourse it is unethical as a human being.He is overdue by 25 lakhs,and he will not clear it in his lifetime even he has a crore of rupees at his disposal.
