Driving license

today my brother was charged with a challan because he did not have a driving license but he did have a learner's driving license. In the license, it was mentioned that the learner cannot drive a motor vehicle. so a gearless scooty can also be not ridden? Can't a person over 18 years of age drive a gearless scooty with a learning license?

Learning licence emblem to be displayed on the vehicle. Non display of emblem is an offence under traffic rules.
