It cannot be challenged. Election commission only must be done about this issue. implementation of the election manifestos presented to the voters before the elections must be made either constitutionally or legally binding on the ruling political party/combination of ruling political parties which emerges victorious and comes to power who must also be made accountable to the public in general and the voters in particular.
