Can a builder ask for electricity connection & water charges which were not mentioned in the agreement executed at the time of booking of flat ?Location of the flat is Haryana.

it is a matter of agreement between the parties. if the builder has stated in the agreement that he will provide elec. and water connection in the flat but no charges are mentioned then he cannot claim it now. but if it is not mentioned then he will give you the flat without installing these connections or will charge you for the same.
