Exceeding the mandate of rti

On 15th July 2013 alone a particular insurance company's executives exceeded the mandate of Cenral Information commission to attend video conference.

Instead they opted to enjoy air travel at the cost of public money. Public money of at least Rs. One lakh was wasted on the single day,that is 15th July 2013.

In the prexent calender year alone they have wasted about Rs. One Million public money without any mandate to attend in person the hearing of Central Information Commission.

The President of India has expressed his concern in the recent address on the eve of independence day about institutions wasting public  money.

       I have filed RTI 16.08.2013 in public interests addressed to Ministry of Finance,the appropriate authority that is expected to take action against wastage of public money as the insurance company works under its administrative authority as per the General Insurance Business Nationalisation Act-1972

not only Insurance companies even Govt Depts are misusing public money like using the dept vehicles for their personal use etc.

With reference to letter No. CIC/CPIO/2013/1213-DS dated 03/10/2013* issued by CPIO T. K. Mohapatra the appeal is filed as per the following:   
1.     The CPIO ,CIC reply that the information of call letters issued by CIC to New India Assurance Co. Ltd (NIACL) is not maintained is vague and evasive. It is a matter of record that call letters have been issued by CIC to CPIO and FAA of NIACL, an insurance company,a public authority in terms of the RTI act as the applicant himself has appeared during last about 4 years about 10 times or more following the video conference call letters issued by CIC
2.     The appellant submits that all the information desired by him is within the computerized record of CIC,the CPIO has to search with the name of public authority and the details of call letters issued to NIACL for the desired period shall be easily available.
3.     The information desired is in utmost public interests ,it is directedly related to abuse of public money of CPIO/FAA/representative of NIACL who deliberately misread the notice of CIC to appear by way of video conference, instead, they spend average public money of about Rs. Twenty five thousand on each occasion to claim unnecessary tour on personal visit to CIC. Example: on 15.07.2013 four different officers of NIACL appeared in person to cause loss of about Rs. One lakh of public money.

when RTI process is going on then other authorities have no role in it.  It is only PIO, Appellate Authority and CIC  which are concerned.

  A citizen of india affected by abuse of power /corruption in a public authority is fully empowered to use the RTI act.

Transparency and accountability in public life are the basic principles of the RTI act.

Even the law enforcement authority like the CBI cannot suppress or deny information pertaining to

corruption despite so called exclusion / immunity from perview of the RTI Act.

I am a citizen of India and being a citizen of india I am affected by systematic  corruption and abuse of public money.

I never bother about those whose coymments are  marked by human insensitivity and motivation to continue the status quo.

It is good that you want to fight against corruption. RTI gives you a method to know details of the corruption so that you could expose the same at appropriate forum.

 I have fought against systematic corruption in public life since last several years.

In the process,I have also been pitted  against those who resort to fallacies instead of reasonable arguments.

     I hold more advanced insurance qualifications than a so called "jaanch adhikaari" who reported that I had left headquarters to get a court stay against what he called "transfer" and a chief regional manager , a law graduate of public sector insurance company at Jaipur who did not ever opt to take any serious action against a well known bribe taker who has brought discredit to the public sector insurance company.

Please have a look at above photo where a chairman of Govt of India owned insurance company was seen being welcomed by a union leader booked under prevention of corruption act,the powerful union leader was supposed to be dismissed during January 2003,instead he has been allowed  alteration in his name.

Being an honest citizen of India against a dishonest callous and inhuman system  I painfully recall  the couplet of Ghalib:

Bas ke dushwar hai har kaam ka asaan hona
Aadmi ko bhi mayaaser nahi, insaan hona."

translated:

It is indeed difficult for all work to be easy,
It is not easy for a man to be human either.


Incidentally,the  complaints/petitions/applications against  systematic support to corruption are being under process with appropriate law enforcement agencies /authorities/court of law.

In a strong message against corruption in the subordinate judiciary, the Supreme Court on Tuesday observed incorrigible judges who were bringing the entire judiciary to disrepute should be thrown out.

“A large section of subordinate judges is bringing disrepute to the entire judiciary. We have to hear of judges taking money and can do nothing but hang our heads in shame,” a bench comprising Justices Markandey Katju and Gyan Sudha Misra said.

 

 

The above mentioned bribe taker was never put under suspension for a single day as he used to be a driver of a few of the Chief Regional Managers,Jaipur of the insurance company,eventually he had to be dismissed consequent to my repeated RTI applications.
