execution of degree in consumer forum

degree holder was awarded degree in dist. consumer forum in 2002. jds no 2 appealed at state commission on 2003 and the same was dismissed for non-attendance of either parties on 2015.
now in july 2018 execution application has been fied by fegree holder.
I want to know whether it will be barred by limitation.

When defendant appeal in state forum does state forum stay the execution of decree??

You can file suit for execution of decree.

As per section 136 of the Limitation Act, 1963 (for short 'the Act') prescribes a period of twelve years for the execution of any decree (other than a decree granting a mandatory injunction) or order of any civil court.
