Why do you want farmer certificate?  Either yourself or your family members are not family member then how you expect for certificate.

If you are not a farmer, do not try to get such fake certificate as many celebrities who obtained such certificates were not spared in the past.  If you wanted to be a farmer, purchase some other property in the state where there is no such rule, and then after some years depending on that actual holding of agricultural land you can get a certificate.
