Fixing lift by blocking approach to staircase

I am living in a housing society in Maharashtra, the building is a four story 28 years old one and without lift. Society secretary stays in top floor of the same building. He wants to fix lift in the building just in front of staircase, which if allowed will cover more than 80% of approach area to stair case, obstructing easy movement through stairs. This is going to be a safety hazard for all residents of building. However, secretary has obtained permission from corporation and is hellbent on fixing the lift. Please inform what remedy we have as owners staying in the same building of the society.
