Sir,I completed my post graduate diploma in anaesthesia .I have a compulsory bond of 2 years to serve west bengal govt after completion of my pg diploma.The court affidavit of same has been submitted by me during my admission.
Now I qualified for my higher studies and want to serve the bond after completion of my 2 years training but the West Bengal university of health science is not releasing my documents nor providing me a NOC required for my admission .
Kindly help me with any law which says no institution or university can stop a candidate from pursuing higher studies.
For documents, you can serve a legal notice. However, you cannot compel the university to issue NOC for your higher studies. Issue of NOC rests at the discretion of the competent authority.
