How cases are listed for hearing

Let me start with my own experience..My Writ first WP 26095/2013 and then revised to WP 21313 of 2013 file in the HC of AP on 16/7 regd on 18/7 as WP 26095 OF 2013. It was against ZSWO Ranga Reddy distt for denying me a CAP cert for my daughter for a medical seat based on her EAMCET 2013 Rank. Me & my daughter as applicant .Principal Secy Deptt of Health and Director AP sainik Welfare as Respondents.

According to my Advocate the case was transferred to another Judge on 19/7 as being wrongly posted..listed for hearing on 08/08/2013 though EAMCET counselling was scheduled from 22-29 Jul 2013. It was heard on 8/8/13.The Judge gave two weeks time to the GP (Home) to file their counters.

But it did not come in two weeks. Counselling for special category incl CAP quota was scheduled on 11 Sep 2013. It was conducted with all ZSWOs in attendance. At the end the remaining seats were redistributed to general categories.

And Lo! my case was listed for hearing at serial 94 on 12 Sep 2013. It was of course not heard by the concerned judge. Full and Final counselling for all MBBS seats have been concluded on 13 Sep 2013 probably confirmed by the competent auth..and then the case came up at serial 95 on 18 /Sep 2013 and again not heard.

My question is who all in the High Court decide which case will be listed at what serial? Is it computerised or done manually? Is there a method or left to the court clerk or the Registrar to his /her whims and fancies? Is there a standing order approved by the CJ and being ensured.

I think it is this adhocism which is resulting into delay and resentments. What is the role of the Bar councils at all levels in this matter? Does a officer of the court or the Judges themselves have some role to play or they are the ones benefiting from this adhocism?
