You can claim ownership of property bought in your wife’s name provided the funds used for buying the property are from known sources and legal.
After you have claimed ownership, you can sell the property previously registered in his/her name and don't have to ask anyone before selling until there has been any specific other agreement.
However, before taking this step, talk to your wife and explain to her why you need to sell the land in the first place.
