Long staying in a property alone cannot confer any right to anyone. He should have exercised all rights as the owner to the knowledge of the actual owner of the property.

1. Depending on occupancy time-period and subject to all relevant documentary evidences, a person can claim "Adverse Possession rights" AND related "residing rights" over such unoccupied type of property, irrespective of type of owner of property (private or govt.)
2. "Ownership rights", also can be claimed, under various schemes prevailing or announced by the Govt.
