Learned member JC Vashista sir given good advice. The victim can move his representation to concerned SHO and escalate the same to DCP/SP for re/further inverstiation into the lapses.
And absolutely the default complainant can move PROTEST PETITION too in the concerned court.
And also the complainant/informanant/police/accused can file petition for further investigation U/sec 173(8) Crpc.
THERE IS NO HARD AND FAST RULE THAT "ONLY POLICE CAN FILE 173(8) APPLICATION FOR FURTHER INVESTIGATION
