Indian post card

I have posted some 20 postcards in India. The postcards were printed on my domestic computer printer.I was surpried to hear that that the receivers have to pay Rs 4/- per card. I asked the carification to the post office in Pune. But  the post master told me that the rule is  that only handwritten postcards are not charged, type written post cards are charged.My question what is the logic behind this? We did not give for typing postcards to post office staff ,our toner got reduced  its ink then why post office charged us Rs 4/- for every card. Is there any rule or law behind this? or whether this rule is reverted  and the staff do not know about this,or they willfully taking more money from the citizens?
