yes Madam, Marriage Registration is compulsory in state of Punjab now.

in state of Punjab Tehsildars (Assistant Collectors) have been empowered to issue such certificates on application.

Yes madam marriage registration for moving out of country is mandatory and law has also passed to register every marriage in punjab but till today it is not implemented properly in every state except in the cases where people wants to move out of country.
