Judge is not passing order though 40 days are over

dear sirs,
i am a plaintiff in a title suit at the court of ist civil judge senior division at barasat. my case is pending

since 2003. i got preliminary decree ex-parte in the year 2011. in spite of  hearing held on 01/08/16 praying for FINAL DECREE by my advocate, present judge have not passed any order though 40 days

are over. what course of action is available to me now ?
