Jurisdiction of consumer courts

Good Morning,

I want to know from Legal Luminaries at this forum that if 5 Buyers of different Flats in Real estate Project who have invested Rs.20 Lakh each and have common issues like Delayed Possesion, Poor Quality of Construction ,Double charging, Non payment of Delayed Possesion Penalty etc. & if they want to appeal in a Group. than CAN They approach National Consumer commission in Delhi deriectly.

I know that individually ,20Lakh -District court,20-1Crore State commission,and >1crore National Commission.

Pls respond .

Can approach only If they will be co-complainants in a single complaint. pecuniary jurisdiction will apply only to one complaint. but will not be a wise decision.

Thanks so the wiser decision would be to approach District or State commission Individually . Pls sugest if a Resident Welfare association (duly Registered) can it represent for signatories of the common complaint and than approach NCDRC.e.g in Haryana 7 persons can join and form a RWA as per Haryana Registration & regulation of Societies act 2012.
