Land ceiling and new land acquisition act

My family had surrendered about 80 Hectares of agricultural land in the 1970s under the Land Ceiling in Rajasthan. We haven't yet received any compensation for the same.

I wanted to ask the esteemed members the following-

  1. Is my family eligible for compensation under the new Land Acquisition Act of 2013 as per which 4 times the market value is to be paid by Government?
  2. If yes, then is the market value considered the present value or the past value at time of acquisition?
  3. My case has been stuck at the district level court ever since acquisition. What are the options available to me to expedite the case? Is moving to the High Court or getting a mandamus possible options?
