A non-agricultural land can be purchased by an Indian or NRI.

If the agricultural land has been converted to NA and the plot layout has been approved by the competent authority and the plots are put on sale for the general public, there should not be any problem to purchase the same, however you may obtain a proper legal opinion from an experienced local lawyer before venturing into the purchase.

Have you been allotted the NA land / part of land ? If so, get it registered in your name to become absolute owner and entitled to sell or gift.
