Legal action against pharm D students denied from government institutes for higher studies and Government Jobs

Despite UGC recognition of 6 year PharmD course as masters degree ,they are denied of oppurtunities to persue Ph .D from central institutes like NIPER, and to do research from top intitute like CSIR, other than this even they couldnt apply for NET exam and cannot apply for central government pharmaceutical jobs.My view is eligible students have the right to education , Can i bring a legal action against this , if yes against whome, and how?

Yes, against the concerned institutes who deny you the benefits. Further you can file PIL

You can file a Public Interest Litigation to have your problem redressed by the courts.
