Legal notice to government officials

Chennai corporation is not taking any action on my complaints, hence I am planning to file a writ petition in High Court. Before Filing a case can I send a legal notice to the officials ? Or can I file a case directly based on my complain letters. My lawyer said legal notice cannot be sent to government officials, only option is to file a case in high court. Hence I am seeking experts opinion.
