Limitation & repose for criminal law?

This is an academic question. A friend of mine insists that after 12 years, a criminal act is subject under Indian law to Repose (Limitation). I disagree. Who is right?

You are ..... limitation statutes as a matter of rule are not applicable on criminal statutes ..except (see 467-473 of the CrPC) as that would mean criminal only has to hide himself for a couple of years and then walk out with head held high. Crimes are never forgotten my dear.

Thanks. That is what I thought, Besides, with DNA - cold cases are being reopened.
