It is the duty of court or superintendent of police to issue LOC.
There is already a NBW pending against him hence the police will take care to take further steps as per procedures of law.

You can make a oral request before court to issue LOC, but remember it is duty of the APP to initiate any such process.

You can also move a written application before concerned court to issue LOC against the accused / respondent in the offence of bigamy.

The court will not entertain any application from you being a defacto complainant
You have to approach the Assistant public prosecutor for this purpose.
The APP knows hosw to file an applicaiton and the format etc.,
