LTC rule

Hello Friends,

I need a clarification concerning LTC applicable to govt employees.  The statement and question goes as follows:

A central Govt employee who is keeping his family away from HQ has requested the dept for permission to avail 4 year BLOCK LTC 2009-13 from place of residence to Place of visit (i.e. HQ of the Govt. Servant) and back only for his spouse and children. Can the reimbursement be allowed?.

I would like to draw your attention to a CCS rule (LTC):

RULE - 7
(1) *** In every case the journey should be to the home and back but it need not necessarily commence from or end at the headquarters of the Government servant either in his own case or in the case of the family. But the assistance admissible will be the amount admissible for the actual distance traveled, limited to the amount that would have been admissible had the journey been performed between the headquarters and the ‘home’ of the Government servant.

 

Some one please clarify.
