For medical neglilgence, filing a complaint before District Consumer Forum is the best option.  Before filing such a complaint before Forum, the consumer should first get entire Medical records from the Hospital, get an expert opinion pin poininting the negligence, and also convince the expert for giving evidence.

Unless it is gross negligence, it is very difficult to establsih medical negligence and the notice to the hospital should be in a perfect manner, and at the cost of repetition entire medical records must be in possession before issuing such notice.

Citations etc., do not figure at this level, and a competent advocate with help of the expert can find number of citations by searaching in google, as facts of each case may vary.
