Diseases impact society & there are Court notices, orders on the issue every year.
UNSAID FACTS:
1. India per se, Delhi-NCR all along the Himalayas is specifically the world's topmost biological hotspot (meaning this Region alone is gifted with number of biological species (plants & animals) & other regions do not even have them). These regions used to have good rainfall & adequate greenery until 1995 & has greatly diminished eversince, primarily due to real estate.
2. Mosquitoes bites cause diseases; bu are important in nature's scheme of things. Today, it is not so. Gvts in Delhi, UP, Haryana, Punjab etc have bent their policies & guzzled up huge tracts of lands, virgin forests, wetlands. It has displaced mosquitoes; rather, they are in their regions; but greenery has got replaced with brick & mortar.
UNSAID SCIENCES:
(I). There a number of greenery that control the insects the natural way. School books are full of Pitcher plant from class IV to Class XI. Have anyone seen this wonder plant? How many plants are still remaining? Are there any nurseries? Are there any efforts to proliferate these plants?
Plants repel, even kill mosquitoes. What are the efforts to spread awareness amongst the masses?
(II). Number of cost effective, practically possible, perpetual, simple technological solutions are available too. But they are not being used in apt ways, adequate numbers:

THERE ARE MANY SUCH WAYS TO WORK UPON. THEY BE CONSIDERED. INCREASING THE STRENGTH IN THIS / THAT GVT ROLLS, SPENDING ON CHEMICALS ETC ARE NOT THE ANSWER. FOR THAT MATTER, LAW IS NOT THE ANSWER TO THIS ISSUE.
News item reports: WHO has certified Sri Lanka, the country that gets lots of rain to be malaria free! This has become possible primly because Lanka promoted mosquito nets extensively amongst its populace!
Orders to Gvts are being used to create Gvt jobs & are at best proving to exhorbitantly costly, temporary solutions. LAW COULD INSTEAD HELP CREATE SOCIAL AWARENESS & HELP HOUSEHOLDS, POCKETS ETC TO EVOLVE INDIGENOUS SOLUTIONS. The common pool money could aswell be invested in companies that does all that it takes to promote the green technologies, gadgets etc. This will create positive ambience & there will be lot of useful employment alongside. All will benefit, instead of a select few.
