Muslims and domestic violence act

I have important questions-

1. Can a mutual friend or the victim`s relative be made "respondent" in Domestic Violence Act?

2. Is Domestic Violence Act, 2005 to the extent that it gives rights to women beyond the period of iddat is against  fundamental right to practise ones religion?
