Opinion sought for delay in hearing

Iam a employee of CIL. Since last eight years double bench of kolkatta high court has given stay on the promotion policy of the company. and directed the single bench to give the judgement. in last eight years no final decision has come from single bench kolkatta high court and we are not given promotion citing the reason of stay in kolkatta high court. what next we should do for expeditious verdict as nearly 1000 executives are suffering due to the stay.
