Is there any legal requirements for a pvt. ltd. company to pay their employees a 'gross salary' that constitutes 60% of the amount as 'Basic Salary'?

Usually it is BASIC + D.A. 60%, H.R.A. 20%, OTHER ALLOWANCE 20%
Basic should confirm to Min.Wages Act, Min.Wages Central Rules...
