PIL is a public interest petition and after its filing if the subject matter is such that anybody is effected by anyway he can file a intervening petition, asking the court to implead him as a respondent, and if the court agrees after going through the facts and circumstances of the case, then he is accepted as one of the respondnet. For intervening in a PIL another PIL is not entertainable and is unheard of.
