Dear Queriest,

The magistrate examines the charge against the accused, to decide whether to plead guilty or not, based on the charge sheet and other findings of records. The magistrates analyse the charge sheet and conduct a pre-inquiry into it in order to determine the offender's responsibility in the offence.

Therefore yes, it is necessary for the bail.
