Power of attorney

Hi, 

I am from West Bengal. I would like to know the following;

1) Let's assume, that a General Power of Attorney is given to a Person X for a piece of Land in West Bengal.

2) Person Y wants to know, what is provided in the General Power of Attorney. Person Y does not know, which regetering office in West Bengal, this Power of Attorney is registered.

3) How could person Y, get to know about this Power of Attorney that was given to Person X. 

4) Would Person Y, be able to get a digital copy of this Power of Attorney from any regestering office of West Bengal. If yes, what information is required, to request for a copy of this Regestered Power of attorney.

"Digital Power of attorney with a DOI" seems to be a solution in such situations; but then, confidentiality will be compromised.
